If a neighbor on a daily basis is waiting for the resident to come home and starring at him and/or his wife. The individual is 70 years old, married, and this has been going on for several years. The resident has reported this to the police with little response several tirmes. Is this harrassment and/or stalking since it is unwelcome and the resident is concerned for their safety at this time?
